Citizens of Ukraine, who have expressed a desire to provide free of charge shelter to internally displaced persons (IDPs) may receive compensation of expenses from the state for temporary accommodation of such persons displaced during martial law. Who is entitled to compensation?
Compensation is paid to individuals - citizens of Ukraine over the age of 18 years, who are owners of residential premises or their representatives, tenants (renters) of state or municipal property, heirs, who have taken over the premises and placed IDPs in these premises without compensation, except for the members of their family, to cover the expenses associated with the placement of IDPs (Procedure for compensation of expenses for temporary accommodation of internally displaced persons who have moved during martial law, approved by the Government of Ukraine.
Where should I apply?
Persons who accommodated internally displaced persons must, not later than the next working day from the day of accommodation of such persons, submit an application in any form to the executive body of the village, town, city council, district state administration in Kiev, the relevant military administration (hereinafter - the authorized body) at the location of the accommodation, which specifies the name, first name and middle name (if any) of each of the placed persons.
At the same time, the funds that accommodated IDPs are also obliged on the day of termination of accommodation of such persons or changes in their number to submit in any form.
In order to receive compensation, a person who accommodated IDPs, no later than five days from the end of the reporting month, shall submit to the authorized body at the location of the accommodation the appropriate application.
The application shall be submitted in paper form or in electronic form (by e-mail to the authorized body). Such application is considered within five working days from the date of its receipt. The five business days begin on the day following the day the application is received.
What documents do I need to submit?If the application is submitted in paper form, the person accommodating IDPs shall present: a document certifying his/her identity; a document confirming the right of ownership or use of residential premises, or a document confirming the authority of the owner's representative.During the application review period, representatives of the authorized body shall verify the information contained in the application by visiting (if necessary) the IDP placement, in particular to check the fact of such placement, its gratuitousness, number of accommodated IDPs, and the number of persons accommodated.
The basis for refusing to pay compensation is the establishment of the fact of providing false information in the application.What is the amount of compensation? The amount of compensation is calculated by taking into account the number of days during which the accommodation was provided to IDPs (hereinafter - person-days), from the date of accommodation of such persons, but not earlier than the date of registration of IDPs by the relevant authority or through a unified state web portal of electronic services.Number of person-days is determined by adding the number of IDPs living in the accommodation provided to accommodate such persons each day of the month.Amount of compensation for each person-day is 14.77 grivna.
The total amount of compensation to the owner of the accommodation is determined by determining the extraction of the total number of person-days by the amount of compensation for each person-day.
For example:1 person lives 30 days - 1 * 30 * 14.77 = 443.10 UAH.
If there is a family of 3 persons - 3*30*14.77 = 1329,30 UAH.
How are compensation payments made?Compensation is paid in non-cash form according to bank details stated in the application until the end of the month from the end of the reporting month if the owner has no debts for housing and communal services.
