Ukraine asks the International Atomic Energy Agency (IAEA) to ask NATO to close access to the airspace over its nuclear facilities and intensify actions to prevent acts of nuclear terrorism, which is the seizure of the Chernobyl NPP and the exclusion zone by Russian Federation troops.
"In order to return the situation related to the safety of nuclear installations and facilities at the ChNPP site and in the exclusion zone to the legal field, we insist on taking urgent decisive actions on (... ) to the IAEA`s appeal to NATO demanding the introduction of an A2/AD zone (Anti Access/Area Denial) over the territory of Ukraine, taking into account the risks and the geography of the nuclear power plants of Ukraine‖, - stated in a joint appeal to the IAEA from March 2, 2022, which is available from Energoreform.
The appeal was signed by Minister of Energy German Galushchenko, head of the State Nuclear Regulatory Inspectorate Oleg Korikov, and head of NNEGC Energoatom Petr Kotin.
According to the text of the Address, Ukrainian representatives also insist on actions of the IAEA for immediate ceasefire and prevention of occupational troops to come closer than 30 kilometers from the nuclear power plant and activation of the headquarters at the IAEA CTIA (Center for Incidents and Emergencies) for coordination of actions to prevent implementation of acts of nuclear terrorism at Chernobyl nuclear power plant and humanitarian and psychological assistance to its personnel.
"The act of seizure of the world-famous ChNPP has all attributes of an act of nuclear terrorism committed against the nuclear facilities of the ChNPP and its personnel by Russian military units," the address says.
They stressed that the personnel of the nuclear power plant, kept by the Russian military for 7 days without rotation, suffers from psychological pressure and moral exhaustion and as a result has limited opportunities for communication, movement and full scope preventive maintenance, which causes radiation exposure and poses a danger to their life and health.
"Informing the IAEA about the state of safety of nuclear facilities under conditions of military operations, we expect concrete joint actions on the part of the IAEA in the form of "peer pressure", usually used by member states of the organization towards the parties that evade the safety priority," the appeal stresses.
At the same time, the authors of the address emphasize that the Russian Federation completely disregards principles of peace, security and unity for which the IAEA was established within the UN structure and in this connection they propose to exclude its access to intellectual and technical resources of the agency with simultaneous strengthening of control over use of nuclear material in this country.
Besides, they insist on termination of all relations with all Russian citizens responsible for atomic energy, employed in all structures of the UN.
"It is unacceptable for Ukraine and hopefully for other member states in the existing format with such member states in international organizations as well," the authors of the appeal expressed their hope.
They also stressed that the military aggression of the Russian Federation as a nuclear state against Ukraine under the cynical name of "special operation with peace enforcement" destroyed the fundamental foundations of the international security system formed after World War II.
