In a joint statement after Thursday's virtual meeting, the G7 leaders said Russian President Vladimir Putin "has renewed war on the European continent."
"He has put himself on the wrong side of history," the leaders said.
"We condemn President Putin for his consistent refusal to engage in a diplomatic process to address European security issues, despite our repeated suggestions. We are united with partners, including NATO, the EU and its member states, and Ukraine, and, as before, are determined to do whatever is necessary to preserve the integrity of a rules-based international order."
