The governor of the Rostov region, Vasily Golubev, has appealed to Russian President Vladimir Putin with a request to provide emergency assistance to the region in connection with "an unforeseen large influx of refugees. Presidential spokesman Dmitry Peskov said this, TASS reported.

"Putin had a telephone conversation with Emergencies Minister Alexander Chupriyan and instructed him to fly urgently to the Rostov region to organize on-site work to create conditions for accommodation, provide hot meals and everything needed, including medical care," the Kremlin spokesman said.

"Also, the Russian president instructed the Russian government to urgently provide a payment of 10,000 rubles to each refugee who arrives in the region from Donbas," the spokesman added.

Denis Pushilin, the leader of the "DPR" militants, announced the organization of a mass centralized departure of the population to the Russian Federation until February 18.

Subsequently, a similar statement was made by Leonid Pasechnik, the leader of the "LPR" militants.

Meanwhile, local residents tell the Ukrainian media that the panic is "fake," and no one is going to leave Donetsk.
