The Cabinet of Ministers is starting a policy reform regarding veterans: 8 main tasks have been named

The Cabinet of Ministers determined that one of the key tasks for this year will be the formation of a coherent and comprehensive veteran policy.

 

 This was announced by the Prime Minister of Ukraine, Denys Shmyhal.

 

 "As a society, as a nation, as a state, we will always be in debt to the heroes who protect the freedom and independence of Ukraine. We are working to create decent conditions for the adaptation, rehabilitation, development and well-being of veterans of the Russian-Ukrainian war," Shmyhal emphasized .

 

 He said that the government is already starting to approve a number of strategies, regulatory documents and launch programs, which are based on a new approach in the field of veteran policy.

 

 In general, according to the Prime Minister, 8 main tasks can be identified.

 

 Adaptation of servicemen to civilian life

 

 The appropriate strategy has already been worked out. The main idea is that the transition from military service to civilian life should be as comfortable as possible for our defenders.

 

 Medical services and psychological support

 

 "We are also starting a major reform of the MSEK and VLK. That is, medical and social expert commissions and military medical commissions. There should be no queues, unclear certificates and running between offices," Shmyhal stressed.

 

 He explained that the Cabinet of Ministers makes passing these commissions as comfortable as possible for servicemen.

 

 According to him, certificates should follow the veteran, not the other way around. And for this:

 

 all deadlines for investigating the circumstances of the injury will be shortened;

 the number of full-time and garrison VLKs will be significantly increased;

 maximum digitization of all agreements will take place.

 

 "Pilot projects have already been launched, and this year the updated approaches should work throughout the country," he emphasized.

 

Economic opportunities for veterans

 

 The first step in this regard will be the expansion of the "Veteran Business" program. We are talking about grants for veterans and their family members to start their own business in any field.

 

 "Today, the government adopts a resolution on the expansion of the eRobota grant program, which will include separate areas specifically for veteran businesses," Shmyhal said.

 

 The first direction. A veteran can receive a grant of 250,000 hryvnias for his own business, provided that at least one workplace is created in this business.

 

 The second direction. A 500,000 hryvnias grant can be received by a family member of a combatant, provided that at least two jobs are created in the new business. Co-financing under this program will be 70:30. That is, 70% will be contributed by the state, 30% must be the new entrepreneur's own funds.

 

 The third direction. A participant in hostilities can receive a grant of 1 million hryvnias if he was previously an entrepreneur and had been registered as a private enterprise for at least 3 years. The main condition for this grant is to create at least 4 jobs, of which at least two are intended for veterans or persons with disabilities due to war. Here, as in the second program, co-financing will be 70:30.

 

 All grant applications will be accepted through Diya.

 

 The Prime Minister reported that more than 3,500 new businesses have already been created thanks to the YeRobota program.

 

 The next aspect in this economic opportunity block is reskilling and training:

 

 a program of special vouchers for learning a new profession;

 training in IT specialties;

 benefits for obtaining other education.

 

 "All this is on the agenda, and some of the programs are already working," he emphasized.

 

 Services for veterans

 

 According to the Prime Minister, this item includes the development of the eVeteran digital project and services for veterans in the Centers for Disease Control and Prevention.

 

 Housing for veterans

 

 It is planned to introduce preferential mortgage lending for defenders of Ukraine. The purpose of this item is to create an opportunity for every veteran to get their own home.

 

 Veteran's Assistant Institute

 

 The activity of such assistants will be based on the principle of an individual approach, which consists in identifying and solving the problems of each individual Defender.

 

The Prime Minister said that this will be help in all matters, in particular:

 

 receiving medical assistance;

 rehabilitation;

 consultations on obtaining documents or benefits;

 receiving educational services;

 assistance in employment;

 interaction with various services for quick and comfortable resolution of all questions or problems.

 

 Creation of service offices for veterans' affairs

 

 The main tasks of these offices will be coordination of work, interaction with local authorities to support veterans, generalization of needs, implementation of state policy in the spheres of social and legal protection of war veterans and their family members.

 

 Such offices will be established throughout the country. For this, communities and international partners will be involved in order to organize work as efficiently as possible and to provide adequate funding.

 

 Commemoration of the feat of veterans at the level of the state, community and the whole society

 

 Today, the Cabinet of Ministers will approve a plan of measures to determine the feat of veterans of the Russian-Ukrainian war. This action plan is designed for the next three years.

 

 "Ukrainian society will never forget the price our soldiers pay in this war. The government's mission is to create comfortable services and opportunities for our veterans," Shmyhal added.
