Head of the State Agency for Restoration Mustafa Nayem resigns

Mustafa Nayem, head of the State Agency for Restoration and Development of Infrastructure, has resigned.


“I made the decision on my own due to systemic obstacles that do not allow me to fulfill my duties effectively. Starting from November last year, the Agency's team began to face constant opposition, resistance and the creation of artificial obstacles,” Nayem said.


According to him, the problems began in November 2023, and after the dismissal of Infrastructure Minister Oleksandr Kubrakov, the situation became hopeless.


He said that the Restoration Agency did not agree with the cancellation of the budget for road rehabilitation and maintenance projects. In addition, he began to be "nightmared" by the bureaucracy: documents for payment of defense structures, fortifications, or reconstruction began to be approved by the government for months, constantly being turned around or delayed.


And at the beginning of 2024, the agency's salaries were sharply cut, many employees – up to 68%.


Nayem claims that the last straw was when Prime Minister Denys Shmyhal did not allow him to attend a conference on Ukraine's recovery in Berlin.


“Realizing the responsibility that lies with our team, I will fulfill my duties until the government decides on my dismissal and hand over to my successors,” Nayem wrote.


According to media reports, Nayem's deputies are leaving with him.


Earlier, energy expert Viktor Kurtiev accused Nayem and Kubrakov of building inefficient protective structures around energy facilities, as well as embezzling funds from these projects, which led to their destruction.
