The new draft law of the Cabinet of Ministers on strengthening mobilization essentially legalizes electronic summonses, which will be sent through the electronic account of a conscript. This is stated in the text of the document on the website of the Verkhovna Rada.
Citizens' responsibilities for mobilization training and mobilization will include registering an electronic account of a conscript, person liable for military service, or reservist.
Conscripts must clarify their credentials within 60 days of the start of mobilization through the Centers for the Provision of Administrative Services, an electronic cabinet or a TCC.
"A summons to the territorial center of recruitment and social support may be sent to a citizen through the electronic account of a conscript, person liable for military service and reservist," the document says.
The day of delivery of the electronic summons will be the day the Territorial Recruitment Center receives a notification of the delivery of such a summons to the conscript's electronic account. If the summons appears in the electronic cabinet later than 5 p.m., it will be considered delivered on the working day following the day of its sending.
At the same time, paper summonses are not excluded; they must be delivered in the traditional way - under a signature.
A citizen has the right to give notice of non-arrival within three days, but only for valid reasons, which are considered to be:
- an event of a natural nature, illness, Russia's actions or other circumstances that deprived him of the opportunity to personally arrive at the specified place and time;
- death of his/her close relative (parents, spouse, child, siblings, grandparents) or close relative of his/her spouse.
