National Security and Defense Council Secretary Oleksiy Danilov said that there are several requirements for Ukrainian Telegram channels that disseminate information about the situation in the country today: compliance with journalistic standards and rejection of anonymity. He called the last problem the main problem in a message on his Facebook page.
Danilov claims that many such resources publish information about the movements of the Armed Forces and the deployment of troops, which can lead to casualties among the personnel. They also publish air defense footage, which is also prohibited.
The NSDC Secretary believes that the Kremlin has started using Telegram to spread fakes and manipulate public opinion. This was already the case in 2019.
"It is through these channels that we are told about the 'failure of mobilization', 'failure of the counteroffensive', 'betrayal of allies', 'fatigue of the West' and, as a conclusion, 'the need for concessions and negotiations'. In preparation for the attack on February 24, 2022, Russian special services created a network of "Trojan horses" that carefully disguise themselves as Ukrainian channels with patriotic names, producing poisonous information content. It should be noted that this process of promotion of Russian-controlled Telegram projects is ongoing, as they take into account mistakes and disguise themselves more sophisticatedly. The threat of influence from the Putin regime on the 10 million Ukrainian audience of Telegram users has not gone away. It is constant, like the threat of missile strikes," Danilov said.
Therefore, Danilov continued, the main principles of such channels should be verified information, objective coverage and a patriotic position. Also, they cannot be anonymous, so that their owners do not avoid responsibility for spreading manipulations and fakes.
