The decision of the EU leaders to start accession talks with Ukraine will depend on two factors. One of them concerns reforms. A German government spokesman told Sky News.
He noted that the start of negotiations will depend on how successfully Ukraine implements reforms and fulfills the criteria for joining the bloc.
The spokesman added that Germany will "carefully study" the recommendations of the European Commission before making a decision on the negotiations.
