"Decisive progress is needed in coordination with partners on how any extraordinary income of private organizations derived directly from Russian frozen assets can be used to support Ukraine, its recovery and reconstruction, in accordance with applicable treaty obligations and EU and international law," the statement said.
At the same time, the European Council called on the High Representative and the European Commission to speed up their work to submit proposals.
