Russia's military actions against Ukraine must not be frozen, otherwise the aggressor country will be able to restore its military potential by 2028 and is likely to attack other countries. This was stated by President of Ukraine Volodymyr Zelensky during his speech at the summit of the European Political Community.
Zelensky expressed concern about the various scenarios that Russia is currently considering. The President emphasized that if the conflict in Ukraine is frozen or there is a pause, a new critical moment may arise in 2028.
"If Russia is allowed to adapt now, then in 2028 the Kremlin will be able to restore the military potential we have destroyed, and Russia will have enough power to attack the countries that are in the focus of Russian expansion. In addition to Ukraine, these are definitely the Baltic states and definitely those countries where the Russian contingent is present. This is clear information from our intelligence," he explained.
Zelenskyy emphasized that Russia seeks to freeze the conflict and adapt, learning from its previous mistakes and preparing for future actions.
"Please remember that the most dangerous enemy is the one who has drawn conclusions and prepared for the next strike based on these conclusions," he said.
The President also emphasized that Russia clearly expresses its ambitions to expand its imperial sphere and does not want Europe to be a space of free nations and functioning democracies.
Zelensky also emphasized that war remains a basic tool of Russia's foreign policy and is used to conquer and manipulate other countries.
The President also added that Russia has been trying to maintain control over its neighbors for decades by fomenting and freezing conflicts. This includes inflicting suffering on Moldova, attempting to suppress and divide Georgia, destabilizing other regions of the Caucasus, putting pressure on Belarus and attempting to separate parts of Ukrainian territory.
