The United States' proposal to stop supplying kamikaze drones to Russian manufacturers fits into the general context of an "informal agreement" between the two countries aimed at reducing tensions and stabilizing the situation over Iran's nuclear program.
These diplomatic actions were conducted in parallel with the prisoner exchange negotiations. In August, Tehran decided to transfer four Iranian-American citizens from prison to house arrest, which was also part of efforts to de-escalate and improve relations between the two countries.
