National Security and Defense Council Secretary Oleksiy Danylov said that Russia has no real intentions to restore the temporarily occupied territories (TOT) of Ukraine. Danylov expressed this position in a post on Twitter.
He pointed out that many statements are just information deception. The main goal of Russia, according to Danylov, is to turn the occupied territories into a permanent "gray zone" of environmental disaster, turning them into a garbage dump and barren land, unable to support either life or agriculture.
"The impossibility of defeating Ukraine by militarily turns into attempts to compensate for military failures with scorched earth tactics," Danylov noted.
Danylov also emphasized that Russia does not plan to restore the operation of enterprises in the TOT of Ukraine in order to integrate them into the economic and energy structure of Russia. Instead, the Russians seek to degrade the existing enterprises to a critical state. This is being done, in particular, to use critical infrastructure facilities as a "technological weapon" to create maximum obstacles to the offensive of Ukrainian forces.
"Only complete de-occupation of the TOT is a guarantee of economic and social transformation," the NSDC Secretary concluded.
