The Venice Commission of the Council of Europe recommended that Ukraine not apply the law against oligarchs as it is now, but instead prevent threats to national security caused by their role with interrelated measures.
The commission, adopted at a meeting last week, recommended that Kyiv conduct a "comprehensive analysis of the existing systemic measures", their shortcomings in the structure of powers and coordination.
He also called for the creation and implementation of an "effective competition policy", strengthening the fight against high-level corruption and preventing corruption.
The conclusion also included the need for increased transparency and accountability of public procurement, strengthening of media pluralism, as well as transparency of media ownership.
Effective approaches to combating money laundering, strengthening rules on financing political parties and election campaigns were also emphasized.
