Putin is likely to focus on strengthening economic control over Belarus, - ISW

Russian President Putin probably focused on strengthening Russia's economic control over Belarus.

 This is reported by ISW.

Thus, during the meeting with Alexander Lukashenko, he emphasized the importance of creating a joint system of indirect taxes, as well as strengthening measures to form common standards for Russian and Belarusian industrial enterprises, as well as the unification of Belarusian and Russian trade legislation.

According to him, Russian and Belarusian officials are focused on import substitution measures. The countries are also continuing the process of creating a common oil and gas market and are working on the preparation of an agreement on the formation of a single electricity market.

Thus, the Kremlin is probably trying to integrate the Belarusian industrial base into its defense complex as much as possible.

 ISW Key Findings:

Russian commanders are creating specialized company-sized units as part of forward formations to improve the reduced combat effectiveness of most Russian units.

The RF troops will most likely deploy new "Sturm Z" units along the Avdiyivka-Donetsk line.

China continues to rhetorically downplay its support for Russia and demonstrate that the declared "boundless" Russian-Chinese partnership has limits.

Russian troops conducted limited ground attacks on the line Kupyansk - Svatove - Kreminna.

The occupiers continued ground attacks in and around Bakhmut, as well as along the Avdiyivka-Donetsk line.

The troops of the Russian Federation can maintain a high density of artillery fire on priority areas of the front only at the expense of other areas.

Russian forces could withdraw equipment from the occupied Crimea for redeployment to other places in the south of Ukraine, fearing a Ukrainian counteroffensive.
