The Verkhovna Rada adopted a new bill "On media". 299 People's Deputies voted for the relevant draft law No. 2693-d in the second reading and in total at the plenary session of the parliament on Tuesday in Kyiv, parliamentarian Yaroslav Zheleznyak reported in Telegram.
The draft law defines the legal principles of activity in Ukraine of subjects in the field of media, as well as the principles of state management, regulation and supervision (control) in this field.
In particular, the concept of "on-line media" is introduced into the legislative field. Voluntary registration is provided for them, which guarantees legal protection.
According to the draft law, if a registered subject in the field of online media assumes a gross violation, the regulator applies a fine to it. If a second or third gross violation is committed within one month after the application of the fine, the decision on which has not been canceled in accordance with the procedure established by law, a double fine is imposed.
A ban on the distribution of registered online media is provided for by a court decision - this measure is applied in the event of the fourth gross violation being committed within one month, if fines were applied for previous similar violations, the decision on which was not canceled in accordance with the procedure established by law.
The draft law also provides for a temporary ban on the distribution of unregistered online media, which amounts to 14 calendar days. A temporary ban is applied in case of a significant violation, if within one month five fines were applied to the subject for such violations and the decision on them was not canceled in accordance with the procedure established by law.
It will be recalled that the mentioned draft law was adopted in the first reading by the People's Deputies on August 30. During the preparation of the document for the second reading, parliamentarians submitted 2,332 amendments and proposals.
