 "The Ministry of Energy is announcing today the sale of 15 million barrels from the strategic oil reserve, which will be delivered in December. This sale will complete the historic release of 180 million barrels that the President announced in the spring, which helped stabilize crude oil markets and lower market prices," the website said.

 The U.S. president also says the Energy Department should be prepared for further significant oil sales this winter, if necessary due to Russian actions or other actions that undermine global markets.

 To fill the reserves, the United States plans to start buying oil at a price of 67-72 dollars. per barrel and below.
