According to US law, recognizing a country as a sponsor of terrorism entails the termination of diplomatic relations with it and the use of its assets to compensate for the damage caused. States should find a hybrid option or amend legislation so that Ukraine can receive these assets. Prime Minister of Ukraine Denys Shmyhal said this at a press conference.

 He noted that Ukraine undoubtedly considers Russia a terrorist country - a country that commits genocide of the Ukrainian nation and people. Our state asks the USA to recognize the Russian Federation as a terrorist country or a country sponsoring terrorism.

 According to the law of the States, this involves the termination of diplomatic relations with the country.

 "The very recognition of a country as a sponsor of terrorism implies that the United States takes the funds of the terrorist country, but uses them to compensate for the damage caused to US citizens or businesses. That's how it's written," Shmyhal said.

 He added that Ukraine is interested in receiving frozen assets for its own benefit.

 "For this, obviously, the United States will have to either look for a hybrid option or make changes to the legislation. Congressmen have already joined in, we have support in Congress on this issue," the Prime Minister said.

 He added that the State Department and the Administration of President Joe Biden are very carefully approaching this issue, so that "in this delicate diplomatic, geopolitical matter, we do not do some things that will not allow us to get the benefits that we want to get."
