EU agrees on 10-point plan for Ukrainian refugees

The Council of the European Union on Monday unanimously agreed to a 10-point plan to support Ukrainian refugees, as well as the European Union countries that host the bulk of them.

This was announced by French Interior Minister Géral Darmanen and European Commissioner for Home Affairs Ilva Johansson after an extraordinary meeting of EU and Schengen interior ministers, Deutsche Welle reported.

Ukrainian Interior Minister Denis Monastyrsky took part in the meeting, which was held in Brussels on Monday, March 28, via video link.

"This plan provides for the creation of an EU platform to register all arrivals and those applying for temporary protection," Johansson explained the first point of the approved plan. Right now, this registration takes place only within each EU state, with no exchange of information between national systems.

The plan includes developing measures to counter the exploitation of Ukrainian refugees by criminal groups, Johansson said.

A separate point concerns the admission of children, including those arriving in the territory of the European Union without adults. Also in the EU Council decided to activate a special platform on countering crime to avoid security threats.

According to the commissioner, the number of refugees from Ukraine arriving in EU territory is decreasing. While in peak days more than 200 thousand people were arriving fleeing Russia's war against Ukraine, this figure is now down to 40 thousand.

A total of 3.8 million Ukrainian refugees arrived in the EU, half of them children, Johansson noted.

The European Commissioner also believes that the European Union should create incentives for Ukrainians who arrived during the war in Poland to move to other EU countries.
