The Cabinet of Ministers approved the Plan of Urgent Measures for the relocation, if necessary, of production facilities of economic entities from territories where hostilities are taking place and/or there is a threat of hostilities, to safe territory. All actions must be implemented by the end of March.
This is evidenced by Order No. 246-r of March 25, 2022.
The plan includes the following items:
Determination of a list of business entities that need and/or have intentions to relocate from areas where there is fighting and/or a threat of fighting to safe territory
Identification of the list of vacant production areas that can be used by the displaced businesses, and creation of a unified database (digital map) for that purpose
Preparation of proposals to simplify the procedure for leasing State and municipal property
Facilitating the prompt allocation of railroad rolling stock for the transportation of production equipment of enterprises, in particular as advised by the regional military administrations
Development of the mechanism of reimbursement of the cost of transportation of the enterprises' property and approval of tariffs for the transportation of Ukrposhta without making separate estimates
Ensure prompt connection of production facilities of the displaced enterprises to gas, water and electricity supply and other utilities
Elaborate the issue of providing compensation to enterprises for connection to the electricity supply
Elaborating the issue of postponing the interest payment on loans (credits) provided by the national banks to the displaced enterprises in order to resume production
Elaboration of the possibility of forming an order for the military-industrial complex, as well as solution of issues related to critical imports of certain goods
Elaboration of the issue of simplifying the procedures for granting or transferring land plots for the placement of production facilities of enterprises.
