Venislavsky: the NATO course cannot be removed from the Constitution during martial law

Ukraine can agree to a neutral status and abandon the course for NATO membership by removing it from its constitution. But this is impossible while martial law is in effect.

This was stated by the representative of the President in the Constitutional Court, an MP from "Servants of the people" Fedor Venislavsky.

"Ukraine's course for membership in NATO is fixed at the level of the Constitution. It is a rather complicated procedure for making changes - two sessions of the Verkhovna Rada, the conclusion of the CCU, and also it is necessary to remember that under martial law, the Constitution cannot be changed, this is a norm of the Constitution itself," he said.

According to him, as for the neutral status, if its fixing in the Constitution with "iron-clad legally verified security guarantees" restores territorial integrity, makes it possible to stop the war and save thousands of lives, it may be a subject of negotiations at the international level.

"But, of course, with guarantees that there will be no repetition of what we have now," Venislavsky added.
