High Representative of the European Union for Foreign Affairs and Security Policy Josep Borrel states that the shelling of civilian infrastructure in Kharkiv violates wartime laws. He made a corresponding entry on his Twitter page.
Borrel said that he communicated with Foreign Minister Dmitry Kuleba. "Yesterday's shelling of civilian infrastructure in Kharkiv violates wartime laws. The EU stands unwaveringly by Ukraine's side in these dramatic moments," the High Representative wrote.
