Dmitry Kuleba rules out a special status for Donbas on Russia's terms

Foreign Minister Dmytro Kuleba rules out the possibility of a special status for Donbas with the so-called "right of veto," which would allow the region to block Ukraine's strategic decisions. According to him, there will be no such special status as Russia wants, RBC-Ukraine reported.

"No region of Ukraine will have the right to veto national decisions. This is carved in stone! So there will be no special status, as Russia represents, no veto right," Kuleba said.

According to him, Ukraine is carrying out a deep reform of decentralization and is ready to work on the implementation of the Minsk agreements.

"But the Minsk agreements start with security issues. The political part only comes second there. Therefore, everyone should first of all focus on security," the minister added.

We will remind, earlier the Russian negotiator in the Normandy format at the level of advisors Dmitry Kozak said that a meeting of the leaders of Ukraine, Russia, France and Germany is possible only after the issue of the special status of Donbas.

At the end of last year, Ukraine once again extended the law on special status. However, it has not entered into force since 2014 because Ukrainian legislation can only be effective in Kiev-controlled territories.

The document provides for an amnesty for "participants in the events in Donetsk and Luhansk regions," as well as broad rights for the Russian language, including in the media, government bodies, and so on.
