The VR committee recommended to re-vote three amendments to the law on oligarchs

The Parliamentary Committee on National Security, Defense and Intelligence recommends the Verkhovna Rada to re-vote Articles 5, 7 and 9 of the draft law ¹ 5599 on oligarchs under Article 131 of the Verkhovna Rada Regulations. This was reported by a member of the committee, the representative of the President in the Constitutional Court of Ukraine Fedor Venislavsky.

 

«What they decided to re-vote (amendments to the bill № 5599 – ed.) is true. But exactly on Article 131. Not due to the fact that some mutually exclusive provisions were taken into account, but due to the fact that Article 5 has the right of a person to submit written statements and explanations, but there was no corresponding obligation of the SNBO to hear him. In order to eliminate this contradiction, we propose to re-vote Article 5, which would provide for such a duty, and also in Article 7 was included as a result of the fact that we were finalizing the bill, information about the persons filing the declaration. And the negative consequences apply without regard to the basis on which a person was placed on the registry. We have clarified in Art. 7 that the negative consequences apply only to persons defined as oligarchs,» said Venislavskyy.

 

The same, according to the committee member, applies to Art. 9. So, the committee proposes to re-vote three articles – Art. 5, 7 and 9.

 

Venislavskyy said that today the committee's decision will be sent to the Chairman of the Verkhovna Rada.

 

Recall that the Verkhovna Rada approved the bill on oligarchs on September 23. Under the cries of «Down with dictatorship!» The Verkhovna Rada rejected the majority of the amendments to the bill on oligarchs.

 

On September 24th it was announced that the Verkhovna Rada had to re-vote the bill because of the legal conflict. It is about the fact that there are three amendments (396, 398, 406), which contradict each other.

 

Later, however, the main committee said that no controversial amendments to the bill № 5599 on the oligarchs were found.

 

At the same time, the people's deputies filed 12 resolutions – from the deputies of the «European Solidarity» and «Opposition Platform – For Life» - to repeal the law № 5599 on the oligarchs. On October 19, the Verkhovna Rada rejected them, thus unblocking the signing of the bill.

 

But later, Servants of the People said that the Rada could re-vote the inaccuracies in the law on oligarchs.

 

The Defense Committee, which is the main committee to review the bill, was scheduled to meet on October 22 to consider the issue. Chairman of the Verkhovna Rada Ruslan Stefanchuk said he would sign the document if it turns out at the end of that meeting that the comments on the way the bill was passed are «immaterial».
