People's deputies propose to allow students, athletes and other citizens who are not subject to mobilization to travel abroad under martial law.
This is stated in draft laws No. 9075 and No. 9074.
In the explanatory note, the main goal of draft law No. 9075 is to introduce changes to the legislation that will provide the opportunity for Ukrainian students of foreign universities (male) and other categories of citizens who are not subject to mobilization in a special period to freely travel abroad. At the same time, such departure must be agreed with the territorial centers of recruitment and social support.
In addition, a person who wants to go abroad must undertake an official obligation to return to Ukraine no later than the end of the period during which he is not subject to mobilization in accordance with the norms of the current legislation (or within 30 days after leaving the country).
Draft Law No. 9074 proposes to provide Ukrainian athletes with the opportunity to travel abroad to participate in international competitions and other sports events.
Athletes and other conscripts who want to travel abroad to participate in international sports events (coaches, doctors, team representatives) must additionally provide a letter of confirmation from the central executive body or national sports federation regarding travel to an international sports event.
At the same time, citizens who left Ukraine during the martial law and without valid reasons violated the deadline for returning to Ukraine should bear responsibility for this. Or, such people are exempted from the prescribed punishment under the conditions of voluntary transfer to a special account for collecting funds for the support of the Armed Forces of Ukraine, an amount equal to the subsistence minimum for each additional full week of stay outside Ukraine.
Important reasons for returning to Ukraine later than the permitted period include: a ban on leaving the country of residence; natural disasters, catastrophes, accidents; stay in hospital treatment; performance of tasks in the interests of Ukraine; other circumstances that prevent departure from the host country.
It will be recalled that in Ukraine they wanted to allow entrepreneurs and business representatives to go abroad temporarily for business trips as part of the program "is Traveling", but the mechanism was not launched.
The Prime Minister of Ukraine, Denys Shmyhal, noted that the government did not consider the launch of the "eVoyage" program, and no other proposals regarding temporary travel abroad were received.
