The court chose a preventive measure in absentia in the form of detention for the former Minister of Justice and Minister of Foreign Affairs during the presidency of Viktor Yanukovych (2010-2014), suspected of high treason for the preparation of the agreement on the presence of the Black Sea Fleet of the Russian Federation on the territory of Ukraine dated April 21, 2010 (Kharkivskyi agreements). 

 

 "Suspects of a previous conspiracy by a group of persons with the former president and prime minister, acting to the detriment of the sovereignty, territorial integrity and inviolability, defense capability, state and economic security of Ukraine, violating the Constitution of Ukraine, the law "On International Treaties of Ukraine", without actual consideration of the draft Agreement between Ukraine and the Russian Federation... by the interested bodies and conducting a mandatory legal examination, agreed on it without comments," - reports on the website of the Prosecutor General's Office.

 

 The department emphasized that the signing of the agreement created favorable conditions for the further re-equipment and modernization of the armament of the Black Sea Fleet of the Russian Federation, as well as its increase instead of withdrawal from Ukraine.

 

 According to the SGB, the suspects are hiding from pre-trial investigation bodies outside the territory of Ukraine and are wanted. The specified court decision gives the prosecution the opportunity to initiate the procedure for their extradition. Earlier, in 2021, Yanukovych and ex-prime minister Mykola Azarov were already notified of suspicion of treason, and they were also declared wanted.
