Tokayev: those who got rich under Nazarbayev should share with the people

Kazakhstani President Kassym-Jomart Tokayev in his speech before parliamentary deputies instructed to create a public social fund to solve important problems of the country's population. At the same time, he demanded that the oligarchs make "significant and regular contributions.

According to him, people who got rich, including thanks to the previous president Nursultan Nazarbayev, should share their money with the people, and "on a systematic and regular basis.

For this purpose there will be created a fund "For the People of Kazakhstan". It will deal with problems in the area of health care, education and social support. Tokayev didn't specify the amount of money to be attracted to the fund. However, he gave instructions to the Government to determine the range of companies and the amount of annual contributions to the fund.

He stressed that not only official structures should participate in financing the fund, but also those who have a lot of money but are in the shadows.

Tokayev also accused a "select few" in restraining the development of Kazakhstan. According to him, representatives of financial-industrial groups of the country, thanks to access to high offices, received special conditions for their projects, thereby restraining development of small and medium business.

In general, the president described the system of state support in the country by the words "everything to friends, the rest - according to the law". In his opinion, the current system favors only large businesses, reinforcing an oligopoly in the economy. As a result, big businesses enjoy privileges, stifle competition, and prevent reforms.
