On the Way to Judicial Reform in Ukraine - the First Ethical Council of Justice was formed

The first composition of the Ethical Council was formed in Ukraine. It will establish whether a candidate for the position of a member of the High Council of Justice meets the criteria of professional ethics and virtue.

 

Composition of the Ethical Council was formed in accordance with provisions of the Law of Ukraine "On Amendments to Certain Laws of Ukraine on the Procedure of Election (Appointment) to the High Council of Justice and on Activity of Disciplinary Inspectors of the High Council of Justice" ¹ 1635-IX from July, 14, 2021.

 

The members of the Ethical Council were: Lev Kishakevich, a judge of the Supreme Court in the Court of Cassation Criminal Court; Yuri Tryasun, a judge of the Kiev Court of Appeal; Volodymyr Syverin, a retired judge of the Eastern Economic Court of Appeal; Robert Cordy, a retired judge of the Massachusetts Supreme Court; Sir Anthony Hooper, a retired judge of the Court of Appeal for England and Wales; and Lovely Perling, a former Attorney General of the Republic of Estonia.

 

Ukrainian President Vladimir Zelensky welcomed the creation of the Ethics Council, according to the Official Internet Representative Office of the President of Ukraine.

 

"I hope that the Ethics Council will begin its work as soon as possible. Despite considerable resistance, we were able to begin the most important stage of the changes in the judicial system that I initiated. The formation of the bona fide High Council of Justice and the High Qualification Commission of Judges of Ukraine will help restore the trust of Ukrainians in the judiciary and ensure further purification of the system", - stressed Vladimir Zelensky. 

 

The importance of creating such a body was also stressed by Ambassador Extraordinary and Plenipotentiary of Great Britain to Ukraine Melinda Simmons.

 

"The formation of the Ethics Council at the GPO is really good news for Ukraine. It opens the door to the comprehensive judicial reform that people and businesses deserve. I am happy to see Sir Anthony Hooper, who has proven himself during the formation of the Anti-Corruption Court, on its list of members," the British diplomat wrote on her Twitter.

 

It should be noted that on November 2 this year, the High Council of Justice received a list of candidates recommended by the Council of Judges of Ukraine to the Ethical Council. International and foreign organizations determined the list of international experts back on 10 September 2021.
