The European Commission will present a proposal on October 30 to allocate the remaining €45 billion under the Ukraine Support Loan programme to Ukraine’s defence needs and budget support in 2027, European Commission President Ursula von der Leyen announced on Thursday.
In a statement posted on X, von der Leyen condemned Russia’s latest attack on the Ukrainian city of Dnipro, expressing condolences to the families of the victims and reaffirming the European Union’s commitment to supporting Ukraine.
“Dear Volodymyr Zelenskyy, I am heartbroken at the news of the senseless and indiscriminate attack that Russia has carried out in Dnipro,” she wrote.
“My sincere condolences to the victims’ families and loved ones, and to the people of Ukraine.”
The European Commission president stressed that the EU and its international allies must intensify pressure on Moscow in response to its continued military aggression.
“Together with our allies, we must do everything in our power to mount pressure on the aggressor,” von der Leyen said.
She added that strengthening European support for Ukraine would feature prominently on her agenda during her visit to Montreal.
“This is why strengthening our support for Ukraine will be high on my agenda in Montréal,” she said.
Von der Leyen also announced that the European Commission would put forward a new financial proposal aimed at strengthening Ukraine’s defence capabilities and maintaining the stability of its public finances next year.
“And tomorrow, the European Commission will put forward a proposal to allocate the remaining €45 billion of the Ukraine Support Loan for 2027 defence needs and budget support,” she stated.
The announcement signals the EU’s intention to maintain substantial financial and military assistance to Kyiv as Russia continues its attacks on Ukrainian cities and civilian infrastructure.
The proposed allocation will be subject to the EU’s relevant approval procedures before the funding can be made available.
