Kiev: Ukraine has already passed all legislative acts on the amnesty of separatists in accordance with the Minsk agreements. The Deputy of Foreign Affairs Minister Vasily Bodnar said about this during an hour of questions to the government in the Verkhovna Rada on Friday, October 18. "To date, Ukraine has already adopted all the legislative acts necessary for the implementation of amnesty within the legal framework in the context of the Minsk agreements," he said.
Bodnar recalled that, according to the law on the application of amnesty in Ukraine, full or partial exemption from punishment for a crime can be considered only after the election of legitimate authorities in the occupied territories, that is, "after the restoration of the sovereignty of Ukraine".
The deputy minister also indicated that the decision on the application of amnesty is made by the court. "Amnesty does not cover crimes, in accordance with international law, including crimes against humanity and war crimes. Also, people who have committed a crime against a Malaysian Boeing do not fall under the amnesty", - Bodnar said.
At the same time, he emphasized that at present "this is a matter of discussion." "We must now discuss precisely this issue - socially significant and extremely exciting for society. I had the opportunity to make sure of this when traveling around the regions of Ukraine", - the deputy minister added.
