“The reason why he didn’t fulfill Minsk agreements is that Putin still thinks he can get everything. Minsk does not let him have Ukraine. According to Minsk, he preserves the Crimea - we (the United States) do not recognize this, we will maintain sanctions against the Crimea, but Ukraine without the Crimea will be free, sovereign and able, if possible, to reform and Europeanize, which will become primarily a strategic victory for Ukrainians, but also for Europe. And it will be a devastating blow not to Russia, but to Putinism,” Fried said.
