Moscow: Russia at the meeting of international advisers to the leaders of the Normandy Four (Ukraine, Germany, France, Russia) in Berlin will be represented by presidential aide Vladislav Surkov.

But already on December 3, Russian President Vladimir Putin stated that he did not support the idea of considering the issue of resolving the conflict in the Black Sea in the Normandy format.
On Monday, December 3, Dmitry Peskov explained to the journalists the nuances of Putin’s intransigence. “Normandy format deals with the implementation of the Minsk agreements, and the provocation of the Ukrainian side in the Russian territorial waters is hardly relevant to the measurement of the Minsk agreements,” his Kremlin spokesman quoted the Kremlin host.
The approach, as noted by some analysts, is explained by the unified approach of the world community in unanimously condemning the actions of the Russian military in the Azov region, who have grossly violated the international law of the sea.
In October 2016, when the Normandy Four met at Berlin at the level of heads of state, Vladislav Surkov accompanied the President of the Russian Federation at this meeting, despite being in the personal Western Sanctions list of persons banned from entering the EU.
We recall that in the Donbass settlement Surkov has been discussing not only with the Europeans, but also with American representatives, first with Victoria Nuland, and after her resignation, from July 2017 with Kurt Volker.
A number of media pointed out that lately Putin’s assistant has been seriously ill and has even been forced to attend a number of public events with the cane.
Earlier, the Normandy four at the level of foreign ministers met on November 26 in the Berlin, but there negotiators from the representatives of the countries of the so-called Normandy four could not agree on the status of Donbas.
We note that recently, during a speech by the head of the Ukrainian delegation, Yevhen Marchuk, at a meeting of the Trilateral Contact Group in Minsk, a representative of the Russian Federation Boris Gryzlov left the meeting room, who believes that the Azov theme has nothing to do with Donbas.
We also recall that Marchuk in an interview for the BBC recently said that Putin’s godfather Viktor Medvedchuk is no longer a representative of Ukraine in the Trilateral Contact Group in Minsk on the issue of prisoner exchanges, adding that he most likely remained a mediator in this matter between Presidents Poroshenko and Putin.
