Kyiv: The first local elections in the united communities on October 29 showed typical violations related to non-compliance of the participants in the electoral process with voting procedures and attempts by outsiders to influence the legal course of the electoral process. This was reported by the press service of OPORA.
"Throughout the voting day, observers detected more than 10 incidents in various communities that were associated with the improper manufacture of ballots. And although such facts are often the result of the irresponsible attitude of the PEC to the performance of its duties, in its consequences for determining the results of the vote, they undermine the citizens' confidence in the electoral process and call into question the observance of the principle of adversarial elections, "the report said.
It is also reported that during the whole day of the voting observers found more than 10 incidents in various communities that were associated with improper manufacturing of ballots.
"Not all PECs adhered to the requirement that only voters, candidates, their proxies, official observers, representatives of the media, members of the CEC be present at the PEC. In particular, in Zaporozhye, Poltava, Kherson, Vinnytsia, Rivne, Lugansk, Donetsk and Volyn oblasts, observers recorded the presence of officials of local self-government bodies, law enforcement bodies, people's deputies and other outsiders at the PEC, "the organization added.
"On the voting day, OPORA observers detected cases of violation of the secrecy of voting by 0.8% of polling stations. Also, 0.8% of PECs recorded attempts to photograph voters' ballots. A small number of such incidents and their decrease in comparison with previous local elections are positive signs that such violations have an effect on the results of the expression of will, "the message says.
According to OPORA, during the voting day there were isolated reports from observers about the delivery of voters to the polling stations
"The fairly high voter turnout during the whole voting day (48.2%) affected the appearance of the queues of voters at the time of the closure of the polling stations. Such situations were detected by observers at 1.6% of PECs, "the report said.
Also, according to preliminary data of the parallel calculation of OPORA observers, the names of the first 20 winners in local elections became known in Transcarpathia.
Recall, October 29 in Ukraine held the first local elections in the 201 united territorial community.
