The North Korean authorities, in response to the start of the exercise, threatened South Korea with "the most severe punishment in history," stating that "South Korea must choose between two things: a nuclear war to be unleashed by a strengthened union of South Korea and the United States, or a world that must be achieved in the anti-American struggle. "
